I am assuming that you have tried the following solutions -
1. Given access to browser to use your camera but still not working .
2. Change the default camera but still not working .
3. You have restarted your browser but still not working .
4. Updated video drivers but still not working .
So I am pretty sure about that you are in the right place.
Please try the steps mentioned below.
1. Open your chrome browser .
2. Copy and paste the following link in the address bar
chrome://flags/#enable-media-foundation-video-capture
3. Now find "Media Foundation Video Capture" and then select "Disabled".
4. Now just re-launch your chrome and boom it has started working.
